Meaning and Importance of Good Governance
Performance Objectives
By the end of the lesson, students should be able to:
- explain good governance;
- identify government for different levels;
- state features of good governance.
What is Governance?
Governance is the way a country, state, or community is managed and led.
It involves making rules, providing services, and ensuring that people live together peacefully. Leaders in government are chosen by the people to manage the affairs of the community or country.
What is Good Governance?
Good governance means managing a country, state, or community in a way that benefits all the people.
It means leaders make fair decisions, listen to the people, use resources wisely, and work to improve everyone’s lives. When there is good governance, people are happy, safe, and have access to important services.
Levels of Government
In Nigeria, there are different levels of government that work to serve the people. Each level has its own responsibilities and works closely with the people it serves. These levels are:
- Local Government
- State Government
- Federal Government
Local Government
The Local Government is the closest level of government to the people.
It manages the affairs of small areas like towns, villages, and local communities. Local government leaders are often known by the people in their communities. They deal with everyday issues that affect people directly.
Examples of what Local Government does include:
- Providing clean water through boreholes.
- Maintaining local roads and streets.
- Managing primary healthcare centres.
- Overseeing primary schools.
- Collecting waste and keeping markets clean.
The Local Government is very important because it addresses the immediate needs of people in their homes and neighbourhoods.
State Government
The State Government manages the affairs of an entire state.
It covers many local government areas within that state. The State Government works on bigger projects and services that affect everyone living in the state.
Examples of what State Government does include:
- Building and maintaining secondary schools and state universities.
- Managing state hospitals and health services.
- Constructing and repairing major roads within the state.
- Ensuring security and order across the state.
- Providing electricity and other utilities to different parts of the state.
The State Government connects the needs of local communities to broader state-wide plans and resources.
Federal Government
The Federal Government is the highest level of government in Nigeria.
It manages the affairs of the entire country. The Federal Government makes laws and policies that affect all Nigerians, no matter which state or community they live in.
Examples of what Federal Government does include:
- Protecting the country through the army, navy, and air force.
- Managing national universities and federal hospitals.
- Building and maintaining major highways that connect different states.
- Controlling the national electricity supply.
- Printing money and managing the country’s economy.
The Federal Government ensures that Nigeria remains one strong nation and works for the good of all its citizens.
Closeness of Each Level of Government to the People
The different levels of government have different levels of closeness to the people:
- Local Government: This is the closest to the people. It directly serves the communities, villages, and towns where people live. People can easily reach their local government leaders to discuss their problems and needs.
- State Government: This level is less close than the Local Government but still directly affects the lives of people within a state. People interact with state services like state schools and hospitals.
- Federal Government: This is the furthest level from individual people. Its decisions affect the entire country, but people usually interact with it through state or local government services.
Each level is important because they all work together to ensure that people’s needs are met, from their immediate community to the entire nation.
Features of Good Governance
Good governance has certain important features that make it effective and beneficial for everyone. These features help ensure that leaders serve the people well:
- Fairness: Good governance means treating everyone equally, no matter their tribe, religion, or background. Decisions are made without favouritism.
- Listening to People: Leaders under good governance listen to the opinions and needs of the citizens. They allow people to participate in discussions about their community.
- Being Honest: Good governance requires leaders to be honest and truthful in all their dealings. They do not steal public money or lie to the people.
- Providing Services: A key feature is that the government provides necessary services like good roads, schools, hospitals, and security for the people.
- Being Responsible: Leaders take responsibility for their actions and decisions. They work hard to solve problems and improve the lives of the people.
- Following Rules: Good governance means that everyone, including the leaders, obeys the laws and rules of the country.
Importance of Good Governance
Good governance is very important for many reasons:
- Peace and Order: When there is good governance, people live in peace because laws are fair and everyone is treated well. This helps to prevent conflicts and disagreements.
- Development: Good governance leads to the development of the country. New schools, hospitals, roads, and other important projects are built, which improve the lives of citizens.
- Safety and Security: A good government protects its citizens from harm and ensures that everyone feels safe in their homes and communities.
- Better Services: Good governance ensures that people have access to quality education, healthcare, clean water, and other essential services.
- Happy Citizens: When leaders govern well, people are generally happier and more content because their needs are met and their voices are heard.
How to Support Good Governance
Everyone has a role to play in supporting good governance. Even as a young citizen, you can help:
- Obey Laws: Follow the rules and laws of your community and country.
- Speak Up: If you see something wrong, like waste being dumped in the wrong place, tell an adult or community leader.
- Learn About Your Leaders: Know who your local leaders are and what they are doing for your community.
- Participate: Take part in school or community activities that help improve your area.
- Report Bad Practices: If you notice bad things happening, like people wasting public resources, tell a trusted adult like your parents or teachers. They can help report it to the right authorities.
